The International Maritime Organization’s Net Zero Framework remained in place following MEPC 84, where 55 countries supported the framework and its carbon pricing mechanism, while 51 favoured reopening or weakening it.
The committee agreed to hold two intersessional working group meetings in September and November, ahead of MEPC85, with a resumed extraordinary session scheduled for December 4.
IMO Secretary-General Arsenio Dominguez stated that the process is “back on track” and called for rebuilding trust and maintaining momentum through further work.
Analysis indicated increased support for the framework, while alternative proposals to remove carbon pricing or related elements did not secure majority backing.
The committee also adopted a new Emissions Control Area for the Northeast Atlantic, a resolution condemning attacks on commercial shipping in the Strait of Hormuz, and additional measures including a mandatory code for plastic pellets, updated ballast water guidelines, and an extension of the underwater noise experience-building phase.
